Rain to River: A strategic plan to protect Austin’s creeks and communities

Rain to River is a strategic plan guiding the City of Austin’s Watershed Protection Department over the next decade, establishing a clear framework for goal setting, prioritization, and informed decision-making. The plan advances environmental stewardship through integrated strategies that address water quality, flooding, and climate resilience within the context of rapid urban growth. A defining element of this effort was its commitment to elevating the voices of historically underrepresented communities, including people of color and low-income residents who are disproportionately impacted by flooding, climate change, and environmental stressors. Mend Collaborative supported the development of the Strategic Plan by helping with stakeholder engagement, translating complex technical information into accessible public-facing materials, and providing expertise in green stormwater infrastructure, environmental justice, and equitable, community-centered planning.
