The Heart of the Hill: An Action Plan for Downtown Cedar Hill
Cedar Hill proudly describes itself as a city “where opportunities grow naturally,” a phrase that reflects both its character and its landscape. Shaped by cedar-covered hills and a strong connection to the outdoors, the city has long embraced nature as part of everyday life. Today, that identity continues through investments in parks and multiuse trails that connect Cedar Hill to the broader Dallas region.
When the City of Cedar Hill set out to reimagine its historic downtown, the initial focus was on city-owned catalyst sites. Our team expanded that vision, approaching downtown as part of a larger, connected system; one that could better link the city center to its surrounding ecological and recreational assets.
Currently, that connection to nature fades within downtown. The plan re-centers ecology at its core, introducing strategies that manage stormwater, expand tree canopy, extend regional trails into downtown, and create new parks and play spaces. These moves reestablish downtown as a natural extension of Cedar Hill’s landscape.
The plan also builds on one of Cedar Hill’s most distinctive features: its elevation as the highest point between the Red River and the Gulf Coast. Signature concepts such as a pedestrian overpass trail, a view tower, and a Ferris wheel celebrate the city’s views and unique skyline, creating memorable experiences for residents and visitors alike.
Through storytelling and community engagement, the team helped residents and city leaders visualize a more walkable, connected, and vibrant downtown. The result is a cohesive, implementable vision that integrates ecological design, mobility, and economic vitality, firmly rooted in Cedar Hill’s identity and shaped by the community it serves.
