The Downtown Commercial Historic District Public Realm Vision Plan establishes a long-term vision for Rochester’s historic downtown core as a vibrant, welcoming destination that honors the city’s past while supporting its future growth. Developed through extensive collaboration with residents, business owners, stakeholders, and community organizations, the plan creates a framework for enhancing streets, sidewalks, alleys, and gathering spaces in ways that improve walkability, accessibility, safety, environmental comfort, and public life while preserving the district’s historic character. Centered on the idea that “history stitches downtown together,” the vision positions the district as a connective heart of downtown Rochester where culture, commerce, storytelling, and community life come together.
The plan outlines a series of public realm strategies intended to strengthen the district’s identity and support long-term revitalization. Key recommendations include integrating public art and storytelling throughout downtown, re-visioning major corridors like Broadway Avenue South and 1st Avenue SW to prioritize pedestrians and multimodal transportation, transforming Historic 3rd Street into a flexible green corridor for events and community gathering, and activating underutilized alleys as creative “Art Alleys” that support local businesses and cultural expression. Together, these strategies create a cohesive vision for a more connected, inclusive, and people-focused downtown experience that celebrates Rochester’s heritage while embracing continued investment, sustainability, and economic vitality.
