Lincoln and Londonderry Small Area Plan - Edina, Minnesota

The Lincoln and Londonderry Small Area Plan establishes a community-driven framework for the future of one of Edina’s key change areas. Adopted in 2025, the plan sets a course for thoughtful development that balances growth with sustainability, inclusivity, and neighborhood character. Located along Nine Mile Creek and just east of Highway 169, the 45-acre district includes office, light industrial, and residential uses—and faces both infrastructure constraints and opportunity for reinvestment.

The plan was developed through a year-long process in partnership with City of Edina. A working group of residents and Planning Commission members shaped the plan through regular meetings, research, and community events. Over the course of the project, residents shared their hopes for the area—calling for more local businesses, improved walking and biking connections, vibrant community gathering spaces, and strategies to preserve the area’s natural assets.

The plan includes two sets of recommendations: one for actions that can be pursued immediately, and one for strategies that depend on resolving the area’s sewer capacity limitations. Both sets are grounded in six community priorities: supporting local businesses, encouraging gathering spaces, expanding green infrastructure, ensuring safe mobility, creating balanced housing opportunities, and fostering long-term visionary planning. By offering clear steps for implementation, the plan ensures that the Lincoln and Londonderry area evolves with care, resilience, and shared purpose.
